One of the biggest factors in the spread of "worthless" apps was forced invite functionality. Being forced to invite friends before you can use an app or before you got results for a quiz allowed crappy apps to spread like wildfire. Facebook has now banned that which is awesome.

Most of the apps offer little reason for a user to return. How many times do you do that same silly quiz? At what point does poking/biting people get boring?

The challenge for app builders now is retaining users and building on the user experience. It is better to have a 10-20 percent daily visitor return than having 1,000,000 installs with 1% daily active users (Of those no doubt they are using the app for the first and last time).

[...] In response, Facebook has been constantly modifying what third parties can and can’t do on its site. For example, it recently decreasing the presence of applications within a users’ news feed, which has hurt the usage of many applications and alienated some developers. In fact, developers I spoke with universally pointed to Facebook’s many changes in recent months as being the explanation behind the decline in daily usage of many applications (as I mentioned here).
People still need a way to keep their private persona, private. Using verbdate.com's "party with me" app on facebook you can opt to share only a verbdate profile, or both verbdate and facebook profile, or just your facebook profile. Link events to show the alpha geeks where you plan to be seen on the weekend and take it from there....a safer way to check out who is available without giving access to social circle, boss, mom, etc Part on!

I think you're right that application owners are going to have to up their game if they want to be successful on Facebook. It's an interesting challenge to work out how to make them profitable as well, and I think this is something that's going to be on the mind of app developers in the near future.

Guess HotorNot dropped the ball on this one. Their app has some of these features, and gawd knows I installed it a while ago (some months). But it has been stagnant, and I haven't invited a soul to use it. Looks like I'll have to give Flirtable a go.
