The process of matching clue to document text is not black-or-white, i.e. it is not match-or-no-match - there is always some degree of match.  So the candidate answers extracted from the matched passage get scores related to that degree of match, as well as from dozens of other algorithms that evaluate the goodness of the candidate answers.  These different amounts of evidence are then weighed and the final confidence is computed.
