So many people are creating games for the iPhone that there’s cottage industry emerging to help them create their applications more easily.

The latest is Scoreloop, a Munich, Germany-based startup that has created a platform for developers to build social features into iPhone games. Today, the company is launching a software development kit that developers can use to add new multiplayer features.

ChipVision Design, for low-power electronic design automation, gets $4.5M

ChipVision Design Systems, a startup based in Oldenburg, Germany and San Jose, Calif., makes software that helps semiconductor designers create lower-powered chips for the consumer and communications applications.

The company was founded in 2002 based on research done at the University of Oldenburg, and simultaneously established its San Jose office to enter the American market.
