As the number of streaming music services continues to increase, CBS-owned Last.fm is making some big changes to its business model, the company announced today.

The most noticeable change for U.S. users is that the desktop app will now only be available to those who have a paid Last.fm subscription. (Note: A paid subscription was always required for international Last.fm users, so this isn’t that much of a surprise.) However, non-subscription members of the site can still access a free, ad-supported version of the smart radio service via the website, and its Last.fm Discovery site.

Last.fm is also hoping to offer the incentive of a new, upgraded desktop app as a way to boost paid subscriptions, though. For $3 per month, you get no ads, access to the mobile app, and more social features. That price is less expensive than most competing services (Spotify, Pandora, etc.).

The new desktop app, which is currently in beta, features a brand new design that borrows plenty of UI elements from mobile design. My guess is Last.fm is trying to streamline all of its players to look and act essentially the same across all platforms.

The site is also cutting costs by discontinuing its streaming radio service in the majority of foreign markets, not including Canada, Australia, New Zealand, Ireland, and Brazil. There’s some indication that this is due to music licensing fees, which are very expensive. And if CBS isn’t seeing a significant return in those other markets, it makes sense that it wouldn’t want to continue paying that kind of money.

Additionally, Last.fm is putting a greater emphasis on its scrobbling technology, which connects to third-party music services like Spotify to help recommend new music based on listening habits. Last.fm is also launching a new Scrobbler iOS app today that scans the music stored on your iPhone, iPad, or iPod Touch.

It takes a certain type of entrepreneur to go after the least rewarding or trickiest markets. Felix Miller and Martin Stiksel are that type.

Miller and Stiksel are two of the co-founders of Last.fm, the social music service that launched in 2002 and sold to CBS in 2007 for $280 million. After spending a few years off the grid, the boys are back, and this time they think they have what to takes to tackle the only startup market that may be more unforgiving than music: personalized content discovery.

Announced in a blog post Tuesday morning, Lumi has the same mission and model of Last.fm, minus the focus on music.

The pair’s ultimate goal with Lumi is to help you “discover things online.” That sounds eye-rollingly ambiguous until you understand how they plan to do that — by recording every webpage you visit. Think of Lumi’s approach as the browsing equivalent to scrobbling, the Last.fm process for recording and analyzing all your song plays.

“Lumi is a website that allows you to record the pages that you’re visiting,” co-founder Stiksel, pictured left above, explained to me during a phone interview. “This way you can tell Lumi what you’re interested in … and it helps us find you more interesting pages.”

A Lumi browser extension, once installed, does all the webpage recording. That data, which they insist is anonymized, is then used to make suggestions for webpages popular with other folks who have similar interests. Unlike other content recommendation engines, you never have to actually express an interest to get recommendations from Lumi.

The carry-on-now model is burrowed from Last.fm, meaning you don’t have to do anything once the extension is installed, the co-founders said.

The problem of content discovery on the web (or mobile, even) is not a new one, and sitting somewhere between search and social networks are a slew of startups that promise to serve up the content you want without any heavy lifting. Trapit, for instance, tries to tackle the problem on web and iPad with artificial intelligence. StumbleUpon is probably the most successful of the bunch, having had an up-and-down-and-up-again 10-year-run at the market.

“It’s a crowded space, you’re right, but no one is doing it the way we’re doing it,” Stiksel told me confidently.

Adding to the challenge is that the guys are asking you to hand over your browsing data, to trust them with everything you do on the web. That’s a tall order, and they know it.

“We want to create an environment where people feel safe,” Miller said. “We’re not trying to sneak this in,” Stiksel threw in a second later.

The way they see it, Lumi will only succeed if the environment they’ve created stands up to peer review and if the data is never misused. The two also think their best shot at securing your trust is to be as upfront as possible about what they’re doing.

And if you want to use Lumi but still browse your unspeakables without the tool in tow, there’s always the option to turn on your browser’s private or “incognito mode,” they said.

Lumi is still very early stage, Miller and Stiksel both stressed, and they’ve only opened up the site to a small group of people today to load test their still-germinating experiment.

Lumi is based in London. The startup has a team of 10 and is currently self-funded by its co-founders.

Ever since Napster brought free MP3s mainstream — and subsequently garnered the wrath of the Recording Industry Association of America — the music industry has been reeling.

No single strategy for listening to music online has come to dominate the market, as record labels, managers, artists, fans, Apple’s music offering, Internet radio and recommendation companies all jockey for position. But one thing is clear above all the din: Fans will not be denied their music — and most want it free.

Music network Qbox is the very latest to join the fray of companies hoping to stake a claim in this market. It’s releasing its beta Friday. It gives users who search for musicians in Wikipedia or Google a Qbox icon on their screen, which they can click to then hear music to go with the artist information that comes up in their search results.

CBS-owned music discovery service Last.fm has also just announced a freebee that it hopes will give it an edge: Users can now listen to the full track of any song three times for free. The company hopes this promotion will prime users for its upcoming subscription service launch. How will Qbox and Last.fm fare against the competition?

With such a variety of services on offer and so many developments within those services, it’s hard to tell. But in an attempt to give you some perspective on what the various free, or at least cheap, music offerings are — whether for the computer, mobile phone, or even the Nintendo Wii — we’ve compiled a list.

We tell you what the service does, what its business model looks like, and whether it lets users stream or download, among other things. The most useful categories may be 1) what we’ve termed “musicability,” or how easy can you find the song you want (this may be the best way to pick a potential favorite), and 2) “genre,” or how easy it is to search through a particular genre of music. Both are rated on a scale of 5.

Despite copyright restrictions, many of the sites manage to share music legally; others are dubious but are surviving anyway. We’ve most definitely missed several — we haven’t included most torrent or peer-to-peer (P2P) companies because there are simply too many of them and the majority operate illegally.

Many of the companies below have indexed their competitors’ sites — Songza started out scouring YouTube music videos for music, while Songbeat is a desktop application that uses Seeqpod’s engine.

We haven’t picked a personal favorite, in part because of the mind numbingness of the choices, but I will say that listening to music on the internet probably needs its own Crunchies. I was mystified by how many companies don’t allow searching by genre.

Anywhere.fm — “iTunes for the Web.” It lets users upload songs from their iTunes or desktop to a Web-based account.

Updated

CBS has bought music recommendation website Last.fm for $280 million, the extremely popular London-based company that lets users search for and listen to music based on their past preferences and recommendations of other users.

Last.fm says it has around 20 million active users each month, four million of which are in the US. The purchase comes at a time when services such as Last.fm are growing extremely quickly. Other private competitors showing growth are Pandora and iLike. The deal is significant because it gives Last.fm greater distribution, by integrating with other CBS channels.

The CBS deal is a win for London’s Index Ventures, which has been on a roll with investments in companies such as Skype and Tellme. Index invested a mere $5 million into Last.fm exactly a year ago. The deal nudges Index’s Danny Rimer, who is on Last.fm’s board, closer to the top of the VC pack, in terms of track-record — and most certainly seals his place at the top of those under 40.

CBS has been on a rampage lately, striking deals and partnerships with more than a dozen Web 2.0 companies to seek distribution through new Web channels in order to access younger viewers, including buying video site Wallstrip last week.

Viacom was earlier rumored to be in talks with Last.fm. (update: Investor Neil Rimer tells us this rumor was a load of crock.)

Last.fm focuses on user preferences, sorting music based on user feedback, whereas Pandora recommends music based on song characteristics that are similar to ones you have previously chosen. iLike is more similar to Last.fm, and is showing tremendous growth on Facebook‘s platform, heading toward 1 million new users within the first week of integrating with that service — though works only with iTunes recommendations. Last.fm also submits recommendations from music from other players, including on your desktop. There are more than 500 monthly track submissions on Last.fm.

Under the accord, Last.fm co-founders Martin Stiksel, Felix Miller and Richard Jones will remain in east London.

Last.fm, just four years old, has struck deals with with EMI and Warner Music.

Pandora, meanwhile, has raised more than $20 million from Crosslink Capital, Labrador Venture Partners, Selby Venture Partners and WaldenVC. iLike has raised $13.5 million from IAC’s Ticketmaster five months ago, giving Ticketmaster 25 percent of the company — a deal that may make Ticketmaster look pretty smart based on Last.fm’s $280 million valuation.

The deal will only add to the frenzy we’re seeing in M&A right now. In addition to iLike and Pandora, Santa Clara, Calif.’s Mercora, another music discovery site, is also in play.

Update: We just talked with Index’s Neil Rimer (Danny’s brother), who said Last.fm will be in an even better position to serve music, because of CBS’ range of partnerships.
